Was checking the gauge on the St. Croix over the weekend and noticed that the river was too low to paddle ... under 500 cfs. Is this normal or is the St. Croix exceptionally low this spring? Maybe the gauge I'm checking is not accurate? www.americanwhitewater.org/gauges/id/10/

Purty low all right. Tom says, "St Croix - 600 to 700 is still ok, just a few more rocks to avoid, no dragging."

I've been down it at 450 with out issues, just don't bring your favorite canoe.
As far as the level being low, i think i noticed in other years that they may not let as much water go down until later in May. No real proof but just something i happened to notice a few years back when considering an early may trip.
